Is the JR Pass Worth It for Tokyo, Kyoto and Osaka? (2026)
Checked 2026-10-30
JR Pass prices are from the official JR Pass price page. Single-ticket fares are from JR Central and JR West's joint release of 16 October 2026 (current prices, Nozomi, reserved seat, adult, one way, regular season). All checked 30 October 2026. Yen to ringgit at ¥100 = RM2.568 (ECB, 29 October 2026).
Short answer (checked 30 Oct 2026). For Tokyo–Kyoto–Osaka alone, the 7-day JR Pass isn't worth it. A Nozomi return Tokyo ⇄ Shin-Osaka is ¥29,440 (≈ RM756), while the 7-day pass is ¥50,000 (≈ RM1,284) on the official site or ¥53,000 (≈ RM1,361) from overseas agents such as Klook. You lose at least ¥20,560 (≈ RM528) per person. Of the 5 routes below, the pass wins on only one: an Osaka base with a Hiroshima return trip, and only if you buy on the official site — a saving of ¥1,340 (≈ RM34). The Green Pass loses on all five.
0. The answer by route
Official prices, checked 30 Oct 2026.
| Your route (within 7 days) | Answer |
|---|---|
| Tokyo ⇄ Osaka, with Kyoto | Single tickets. The pass loses ¥20,560 or more |
| Fly into KIX, out of Tokyo (one way) | Single tickets. The pass loses ¥35,280 or more |
| Tokyo → Osaka → Hiroshima → Tokyo | Close, but single tickets still win by ¥4,570 |
| Osaka + a Hiroshima return trip + a Tokyo return | The pass wins slightly, only from the official site |
| Any of the above on the Green Pass | Single tickets, the Green Pass loses |

1. The sum: single tickets vs the 7-day JR Pass
Single tickets = one-way Nozomi tickets added up, reserved seat, adult, regular season (JR Central and JR West, 16 Oct 2026). 7-day ordinary pass: ¥50,000 on the official site, ¥53,000 from overseas agents (official JR Pass price page, checked 30 Oct 2026).
| Route (7 days) | Single tickets added up | Single-ticket total | vs the ¥50,000 pass (official site) | vs the ¥53,000 pass (agent) |
|---|---|---|---|---|
| A. Tokyo → Osaka → Tokyo, Kyoto visited from Osaka by local JR train | Tokyo–Shin-Osaka ¥14,720 × 2 | ¥29,440 (≈ RM756) | Pass loses ¥20,560 (≈ RM528) | Pass loses ¥23,560 (≈ RM605) |
| B. Into KIX, out of Tokyo | Shin-Osaka–Tokyo ¥14,720 | ¥14,720 (≈ RM378) | Pass loses ¥35,280 (≈ RM906) | Pass loses ¥38,280 (≈ RM983) |
| C. Tokyo → Osaka → Fukuoka, flying home from Fukuoka | ¥14,720 + Shin-Osaka–Hakata ¥16,020 | ¥30,740 (≈ RM789) | Pass loses ¥19,260 (≈ RM495) | Pass loses ¥22,260 (≈ RM572) |
| D. Tokyo → Osaka → Hiroshima → Tokyo | ¥14,720 + Shin-Osaka–Hiroshima ¥10,950 + Hiroshima–Tokyo ¥19,760 | ¥45,430 (≈ RM1,167) | Pass loses ¥4,570 (≈ RM117) | Pass loses ¥7,570 (≈ RM194) |
| E. Tokyo → Osaka, a Hiroshima return from Osaka, → Tokyo | ¥14,720 × 2 + ¥10,950 × 2 | ¥51,340 (≈ RM1,318) | Pass saves ¥1,340 (≈ RM34) | Pass loses ¥1,660 (≈ RM43) |
These are regular-season fares. In busy seasons single tickets cost a little more; check the fare for your date at a JR counter.
A family of 2 adults + 2 kids (6–11): the 7-day pass is ¥150,000 (≈ RM3,852) on the official site or ¥160,000 (≈ RM4,109) from an agent. A child's single ticket is half the adult price (rounded down), so the family's tickets come to ≈ 3 × the adult price: A ≈ ¥88,320 (≈ RM2,268), D ≈ ¥136,290 (≈ RM3,500), E ≈ ¥154,020 (≈ RM3,955). Only route E with passes from the official site saves money, about ¥4,020 (≈ RM103) for the 4 of you. Kids under 6 ride free (up to 2 per adult) if they don't take a reserved seat.
Single-ticket fares go up in 2027: Nozomi Tokyo–Shin-Osaka ¥14,720 → ¥15,420 for tickets bought from 1 July 2027. December 2026 and March 2027 trips aren't affected.
We haven't worked out routes to Kanazawa and Takayama, or to Nikko: we haven't confirmed the single-ticket fares for those on JR's official pages yet.
2. Traps
- The pass isn't valid on the Nozomi or Mizuho. The official JR Pass site says the pass "is not valid for any seats" on these two trains. You need the special ticket for JR Pass holders: Tokyo–Kyoto or Shin-Osaka ¥4,960 (≈ RM127), Tokyo–Hiroshima ¥6,500 (≈ RM167), Shin-Osaka–Hakata ¥4,960. It's sold only in Japan (ticket machines or JR counters), from one month before the travel date. If your family wants the Nozomi on route A, the cost per person becomes ¥59,920 (≈ RM1,539). Without the special ticket, take the Hikari, Kodama or Sakura.
- Kyoto ⇄ Osaka doesn't make the pass pay. The pass works on this local JR line, but it's a local train, not the Shinkansen. Its fare is far smaller than the ¥20,560 gap on route A, so the answer doesn't change.
- Subways and private railways aren't covered. The official site says you pay the fare on every non-JR railway. That includes Tokyo Metro, Osaka Metro and private lines such as Keihan, Hankyu, Kintetsu and Nankai. For Nikko, the Kurihashi–Tobu Nikko section (Tobu Railway) is paid separately. The Tokyo Monorail, on the other hand, is covered.
- The Green Pass is worse still. The 7-day Green Pass is ¥70,000 (≈ RM1,798) on the official site or ¥74,000 (≈ RM1,900) from an agent. A regular Green ticket Tokyo–Shin-Osaka is ¥19,590 (≈ RM503). For an adult, the Green tickets come to A ¥39,180, D ¥61,220 and E ¥68,400 — all under ¥70,000. One more thing: a child's Green charge is the same as an adult's (JR Central), not half.
