Primary sources: Japan's Ministry of Foreign Affairs (MOFA) visa-exemption list; Visit Japan Web (Digital Agency of Japan); National Tax Agency of Japan (international tourist tax); Japanese parliamentary reporting on JESTA. Rechecked 21 October 2026.

Short answer. Malaysian citizens do not need a visa for short stays in Japan (tourism, visiting family, unpaid meetings) of up to 90 days. One condition: your passport must be an ICAO-compliant ePassport, which every current Malaysian biometric passport is. This has been in force since 1 July 2013 and has not changed (MOFA, checked 21 Oct 2026). What you need to watch is not the visa but the four traps below.

0. Summary for a family (2 adults + 2 kids), December school holidays

1. What MOFA says, exactly

ItemDetails (MOFA, checked 21 Oct 2026)
Length of stay90 days for most countries including Malaysia (Thailand and Indonesia 15 days, Brunei and Qatar 30 days). Japan has visa-exemption arrangements with 74 countries and regions
Passport condition"Visas are not required only for holders of ePassport in compliance with ICAO standards." Without one: "advised to obtain a visa in advance, otherwise will be strictly examined and may be refused entry"
Permitted activitiesShort-term, unpaid: tourism, visiting relatives, business meetings, conferences
Not permittedPaid work, long-term study. Those need a proper visa with a Certificate of Eligibility

Visa exemption is not a guarantee of entry: the immigration officer at the airport makes the final decision. Carry a return ticket and a clear place to stay.

2. Four traps

Trap 1: "Visit Japan Web" sites that charge a fee. Visit Japan Web is the Digital Agency of Japan's free service for immigration and customs (and now tax-free shopping too). The agency warned (5 June 2025) that it had found a site asking users for an "application fee", and stated that it never asks users to pay. It has also warned about suspicious apps with names like "Visit Japan Web Info" (14 Dec 2023). Start from the official page below, not from a search ad. Also: since 2 June 2025 the "substitute entry" function (filling it in for someone else) has been discontinued — register early, not on the day you fly.

Trap 2: the departure tax has tripled. Japan's international tourist tax is ¥3,000 every time you leave Japan since 1 July 2026 (it was ¥1,000). Airlines collect it in the ticket price, so there is no counter to pay at. Exempt: children under 2 and transit passengers leaving within 24 hours (National Tax Agency of Japan). Certain tickets contracted before 1 July 2026 are still charged ¥1,000. When you compare fares, compare the final total including taxes, not the base fare.

Trap 3: an old or nearly expired passport. Only ICAO ePassports are visa-exempt. Japan has no "6 months' validity" rule, but airlines can be stricter; if your passport expires within 6 months, renew it first (MyOnline Passport, Immigration Department of Malaysia). Every child needs their own passport.

Trap 4: "applying for JESTA" now. JESTA (an electronic travel authorisation like the US ESTA) has not started. It is planned for fiscal 2028 (April 2028–March 2029); the fee is not set (benchmarks quoted in parliament: Australia ≈ ¥2,000, USA ≈ ¥6,000, Korea ≈ ¥1,100). For 2026–2027 trips there is nothing to apply for. I update this page when the date and fee are announced.

3. At the immigration counter

  1. Visit Japan Web QR code for immigration and customs (one unified 2D code since 25 Jan 2024). Register your passport, flight, first-night hotel address and customs declaration before you fly. The code must be shown on a phone or tablet.
  2. Your first night's hotel address and phone number. Keep the booking confirmation on your phone (Tokyo hotels for Muslim families, cheap Tokyo hotels for 4).
  3. Fingerprints and photo: all foreign visitors aged 16 and over (both index fingers and a facial photo). Children under 16 are exempt.
  4. A return ticket. Most families on holiday are asked only "how many days, where are you staying".

4. School-holiday fares: KL → Tokyo, 5–12 December 2026

Nonstop, return, price per adult including taxes (Trip.com, checked 21 Oct 2026; fares change daily):
